What do businesses need to know about the 2025 grassroots greenhouse gas inventory report?

Nanoen – In the context of increasingly serious climate change, Vietnam has issued many policies and laws to reduce GHG emissions and build a carbon credit exchange market.

The most important current legal document that specifically regulates the contents of climate change response and greenhouse gas emission reduction is the Law on Environmental Protection No. 72/2020/QH14. In particular, Chapter VII on climate change response has comprehensive provisions on greenhouse gas emission reduction and ozone layer protection. To implement the Law on Environmental Protection 2020, sub-law documents have been issued, including:

  • Decision 01/2022/QD-TTg

  • Circular 01/2022/TT-BTNMT

  • Decree No. 06/2022/ND-CP

  • Circular 17/2022/TT-BTNMT

  • Circular 38/2023/TT-BCT

Based on the practical situation, amending and supplementing documents is necessary to adapt to the actual situation and effectively implement state management of GHG emission reduction, the Government has drafted and adjusted a number of articles in these documents.

Let's review with Nanoen some points to note about the grassroots greenhouse gas inventory report (hereinafter referred to as the GHG inventory report) through the following article:

1. Some points to note in the grassroots greenhouse gas inventory report

  • Issuing a list of establishments that need to conduct greenhouse gas inventories in Decision 13/2024/QD-TTg: From October 1, 2024, 2,166 establishments emitting greenhouse gases must conduct updated greenhouse gas inventories in 2024. Of which, 1,805 establishments are in the industry and trade sector; 75 establishments are in the transportation sector; 229 establishments are in the construction sector and 57 establishments are in the natural resources and environment sector.

  • Inventory reporting cycle: Establishments under Decision 13/2024/QD-TTg are responsible for conducting GHG inventories and developing periodic GHG inventory reports every two years from 2024 onwards.

  • Deadline for submitting reports:

+ Before March 31 from 2025: The report must be submitted to the Provincial People's Committee for appraisal.

+ Before December 1 of the reporting period starting from 2025: Complete the report and submit it to the Ministry of Natural Resources and Environment.

2. Online Grassroots Greenhouse Gas Inventory Reporting System

In order to create more favorable conditions for businesses in conducting greenhouse gas inventories, the Online Grassroots Greenhouse Gas Inventory Reporting System (https://ghg.inergy.vn/) has been deployed, creating a legal basis for the management and monitoring of greenhouse gas emissions, complying with regulations on climate change.

The system helps businesses switch from traditional paper reporting methods to online reporting, storage and data synthesis. Businesses can register for an account, enter report content and update related information directly on the system.

The steps to follow on the system are as follows:

  • Step 1: Enter report content, including energy use and greenhouse gas emissions.

  • Step 2: Export the report.

  • Step 3: Complete and submit the report.

If the report needs to be edited according to the request of the Department of Industry and Trade (DIT), the status will be "Editing Request". When the report is approved, the status will be "Approved"

3. Violations of regulations on greenhouse gas emission reduction

To ensure compliance with regulations on greenhouse gas emission reduction, Article 45 of Decree 45/2022/ND-CP stipulates:

  • Warning: For acts such as not submitting inventory reports or reporting emission reduction levels.

  • Fine from 5-10 million VND: When providing incorrect or incomplete information in the report.

  • Fine from 30-50 million VND: For not preparing a report or not appraising it in accordance with regulations.

In the context of increasingly strict regulations on greenhouse gas emission reduction, implementing greenhouse gas inventory reports not only helps businesses ensure compliance with the law but also plays a key role in the sustainable development strategy.

In addition, it is worth noting that the Inventory results are the basis for operating the greenhouse gas emission quota exchange market. This will open up many new opportunities and challenges for businesses, from effective emission control to participating in the quota exchange market.
