According to Clause 6, Article 16, Decree 45/2022/ND-CP dated July 7, 2022, of the Government on “Penalties for Administrative Environmental Protection Offences” failure to arrange a safe working platform at a wastewater, dust, or emission monitoring location or sampling port will result in a fine of between VND 120,000,000 and VND 160,000,000.

In this context, what is a working platform? What technical requirements must a working platform satisfy? Let's find out with Nanoen in the article below!
1. What is a working platform?
The working platform is a flat surface designed to support the operation, maintenance, inspection, and sampling of emissions from chimneys or exhaust pipes at facilities.

The working platform must ensure:
-
Sufficient width for workers and equipment to move safely.
-
Sturdy design, slip-resistant, and able to withstand heavy loads.
-
Compliance with technical and occupational safety regulations.
Note: The layout of the working platform will vary depending on the specific conditions of each factory to ensure it aligns with actual conditions and monitoring requirements. For more details, please contact Nanoen for specific advice.

2. Emission monitoring techniques
Emissions monitoring is the process of measuring and analyzing the physical and chemical properties of emissions to assess pollution levels and the effectiveness of control measures. This process is specified in Appendix 5 of Circular 10/2021/TT-BTNMT and consists of the following main steps:
2.1 Determine the location of the sampling port
For pipelines with a diameter ≥ 300 mm

-
The sampling port must be placed on the cross-sectional plane of the straight flue pipe section.
-
Determination method: The sampling port position on the chimney is determined by identifying segments A and B, the inner diameter D, and satisfying the conditions B ≥ 2D and A ≥ 0,5D. In an ideal case, the sampling port position satisfies the conditions:
2.2 Requirements for sampling ports
-
Diameter: 90 mm - 110 mm, with cover.
-
Round chimney: Minimum of 02 sampling ports in two perpendicular directions.

-
Rectangular chimney: The number of sampling ports depends on the length/width ratio.
2.3 Determine the number of sampling ports
-
The number of sampling ports is determined based on the chimney structure to ensure that the measurement data is representative of the actual emission sources.
The above information regarding the working platform and emission monitoring techniques has been compiled by Nanoen to facilitate our customers.
3. Why should a standard-compliant working platform be installed for emissions monitoring?
A working platform ensures occupational safety and helps to optimize the monitoring process and improve the accuracy of measurement results.
