Environmental Legal Documentation
Mandatory Environmental Documents
These are the primary and most critical documents that inspectors will review. Businesses must prepare and consolidate the following:
Environmental Impact Assessment (EIA), Environmental Permit, or Environmental Registration
Depending on project scale and stage, documentation includes:
- Approved EIA appraisal decision
- Environmental Permit
- Environmental Registration
- Or other valid component environmental permits
For cases specified under Clause 2, Article 30 of Decree 08/2022/ND-CP (as amended by Decree 05/2025/ND-CP and Decree 48/2026/ND-CP), businesses must provide documentation for Environmental Permit (EP) adjustment where applicable.
Note: Under Law No. 146/2025/QH15, permit renewal has been abolished. Only issuance, re-issuance, or adjustment is applicable.
Annual Environmental Protection Report
Businesses are required to prepare and submit annual Environmental Protection Reports in accordance with Article 119 of the Law on Environmental Protection 2020.

- Group I & II facilities: Data from the last 02 consecutive years
- Group III facilities: Data from the last 01 year

Applicable for facilities under commissioning phase:
- Trial operation plan
- Operation logbook
Environmental System and Waste Management
